Virginia residents can expect a wave of new laws taking effect this July 1 as the state enters the second half of the year. The 2024 legislative session saw the passage of various bipartisan proposals by the Democratic-controlled legislature, covering a wide range of issues from gun control measures to civil rights protections, animal welfare, expanded access to health care, green energy, and broadband.

Republican Gov. Glenn Youngkin signed 845 bills into law, while vetoing a record 201 bills. These laws include measures to address animal cruelty, prohibiting declawing of cats except for therapeutic reasons, allowing anyone to claim roadkill at any time, and creating databases for animal cruelty convictions.

In the area of civil rights protections, laws were passed to protect against unlawful discrimination, hate crimes, and antisemitism. Additional laws were implemented to address mental health issues, emergency custody orders, and protections for minors from exploitation and predators.

Guns laws were also a focus, with bills such as “Lucia’s Law” imposing penalties on adults who allow children access to firearms. Other laws were introduced to prohibit the sale of certain firearm attachments.

In terms of taxes, new legislation classified heated tobacco products as cigarettes to ensure the state continues to benefit financially. Other laws addressed utility shutoffs during extreme weather, the prohibition of selling nicotine vapor products to individuals under 21, and the legalization of alcohol drinking at campgrounds on private property.

Overall, the new laws aim to improve the quality of life for Virginia residents and create a safer, more inclusive environment for all.
