The journey of Canada’s undisclosed arms exports to Israel: Uncovering their impact on the Israel-Palestine conflict

The United States has come under fire for approving a $20bn arms sale to Israel, sparking global concerns about Washington’s support for Israel. In Canada, the focus shifted to the role of a Quebec-based company in producing $60m worth of munitions for the sale, raising questions about the country’s arms export controls.

Canadian experts have criticized the lack of transparency in Canada’s arms export regime and its participation in the arms deal, which may violate international humanitarian law. The sale is made possible through the US-Canada Defence Production Sharing Agreement, allowing for permit-free movement of military items between the two countries.

Despite joining the Arms Trade Treaty in 2019, Canada does not require permits for most arms transfers to the US, leading to concerns about weapons ending up in countries with poor human rights records. Canadian human rights advocates have called for stricter controls and transparency in arms exports, highlighting the flaws in the current system.

The news of Canadian-made munitions being sent to Israel has sparked outrage among rights advocates, who question Canada’s commitment to its legal obligations under international treaties. They argue that Canada should not rely on the US for accountability and must take steps to prevent Canadian weapons from contributing to human rights abuses.

Calls for accountability have also come from Palestinian rights advocates in the US, who have been unsuccessful in urging the Biden administration to halt arms transfers to Israel. They emphasize the moral, ethical, and legal obligations of all countries to disrupt the supply chain of weapons used in human rights violations.

In response to the controversy, Canadian authorities have been urged to take action to ensure that Canadian-made weapons are not used in abuses against Palestinians and to hold both Israel and the US accountable for their actions.
