Belmont County Board of Commissioners Convene Emergency Meeting Following Arrest of Employee
Belmont County Emergency Management Agency Deputy Director Glenn Trudo was arrested on charges of being a fugitive from justice, prompting an emergency meeting of the Belmont County Board of Commissioners. The arrest warrant was issued by a law enforcement agency in Virginia as part of an investigation conducted by the Northern Virginia/DC Internet Crimes Against Children Task Force.
The Belmont County Sheriff’s Office assisted in executing search warrants at Trudo’s residence and place of employment, leading to the issuance of warrants for two counts of soliciting a minor. In response to the criminal charges, the commissioners passed a motion to place Trudo on unpaid administrative leave, in accordance with Ohio Revised Code Section 124.388.
The appointing authority may place an employee on administrative leave without pay for up to two months if the employee is charged with a felony violation of the law. If the employee is not found guilty of the charged felony or any other felony, they are entitled to be paid their base rate of pay plus interest for the period they were on unpaid administrative leave.
The investigation is ongoing and being led by the Virginia State Police in coordination with the U.S. Secret Service. The Belmont County Prosecutor’s Office will also review the investigative findings. The board of commissioners felt compelled to hold an emergency meeting as the original arrest warrant was issued by another jurisdiction, leading to confusion over the “fugitive from justice” charge on the jail roster.
