Fairfax County Public Schools Superintendent Michelle Reid addressed ongoing controversy surrounding Hayfield Secondary School’s football program and recruiting violations. The Virginia High School League accused Hayfield of violations, leading to a ban from postseason play. The ban was overturned by a legal injunction, causing frustration among coaches. In response, Superintendent Reid announced a comprehensive internal and external review of student-athlete transfer and eligibility practices across all sports and high schools in the Division.
Tom Horn, a seasoned Virginia athletic administrator, will head the internal review effort. He will lead a working group consisting of FCPS coaches, principals, and key staff to evaluate current practices related to transfer requests and student residency verification. The external review findings will guide this internal review process.
Horn emphasized the importance of providing clarity and actionable steps to strengthen programs and the student-athlete experience in his letter to the community. The first meeting of the internal working group is scheduled for December 19, with further details of the external review process being finalized.
Two community conversations will be held to discuss athletic regulations and practices for schools in Class 6 Region C and Class 6 Region D, aiming to prevent confusion and disruption in the future. Horn expressed his commitment to leading these initiatives and ensuring a seamless and fair process for all stakeholders involved.
