Both men face charges for their roles in manipulating and coercing at least eight victims under 18, sometimes as young as 13, into self-harm and other illicit activities.
The U.S. Attorney’s Office described “764” as a “nihilistic violent extremist” network that operates both domestically and internationally, targeting vulnerable individuals, particularly minors. The group allegedly used violent tactics to extort victims, threatening them into producing explicit content or engaging in harmful acts, which were then circulated among members. The crimes reportedly took place over several years, with Varagiannis and Nepal providing detailed guidance on grooming and extorting potential victims.
Investigations have shown that these networks exploit various online platforms frequented by youth, utilizing encrypted messaging services to distribute content and establish “Lorebooks,” which serve as a form of digital currency within the group. The arrests represent a significant breakthrough, as experts highlight that a small number of prolific offenders are behind much of the crime within these networks.
