West Virginia Parents Exploring Charter School Conversions Amid School Closures

CHARLESTON — In response to growing concerns among parents about proposed school closures, members of the West Virginia Professional Charter School Board (PCSB) are encouraging families to consider converting traditional public schools into charter schools. During a recent virtual meeting, PCSB Executive Director James Paul revealed that parents from Randolph, Wetzel, and other counties have expressed interest in protecting schools facing consolidation.

The Randolph County Board of Education has announced plans to close both Harman School and Pickens School, while Wetzel County aims to close Paden City High School and Hundred High School, merging them with Valley and Magnolia High Schools. In light of these developments, Paul confirmed that the charter law allows for public schools to apply for conversion into charter schools, providing a potential lifeline for affected communities.

Under the charter school law, which was established in 2019 and amended in 2021, existing traditional public schools can transition to charter status, ensuring enrollment for current students and giving preference to locals. The recent enrollment figures reveal a steady decline in West Virginia’s public school population, with over 4,000 fewer students this academic year compared to the last.

While conversations about these conversions are still preliminary, interested parents will need to establish governing boards and develop viable financial plans before applying for authorization. PCSB Chairman Adam Kissell highlighted the advantages of conversion, noting that existing resources could ease the transition.

Board member Dewayne Duncan expressed optimism regarding the potential success of conversion charter schools, suggesting it could be an effective strategy for communities wanting to retain local education facilities. As discussions progress, legislative changes may be necessary to adjust application deadlines for conversion charters to maximize opportunities for affected schools.
